first_img CITY NEWS SERVICE/STAFF REPORT Pasadena Will Allow Vaccinated People to Go Without Masks in Most Settings Starting on Tuesday Government Here’s What’s On Wednesday’s Public Safety Committee Agenda By ANDRÉ COLEMAN, Managing Editor Published on Tuesday, June 9, 2020 | 1:28 pm More Cool Stuff STAFF REPORT First Heatwave Expected Next Week The Public Safety Committee will hear a presentation on local use of force policies and discuss civilian oversight at Wednesday’s Public Safety Committee.The committee will “consider civilian oversight” according to the agenda and conduct a review of prior analysis (2016) of police oversight models and a poll of community perceptions of policing in Pasadena.The meeting begins at 1 p.m. on Wednesday and can be viewed at http://pasadena.granicus.com/mediaplayer.php?camera_id=2&publish_id=9According to the poll “Community Perceptions of Policing in Pasadena,” released in April 2016, African Americans had negative perceptions of local police.The poll of 1,200 people was conducted at that time by USC criminalist Lisa Graziano, who also pointed out that by an overwhelming majority, Pasadena residents expressed support for the police, but minorities said they still believed they were being unfairly targeted by law enforcement.• 70 of those polled said they believed police engaged in racial profiling.• 60 percent of black respondents said they believed police stopped people without a good reason.• 53 percent found verbal and physical abuse to be a problem.• 37 percent said they found offensive language to be an issue during encounters with local officers.• On the opposite end of the spectrum, only 29 percent of white residents found racial profiling to be a problem.• 39 percent of all respondents ranked racial profiling as their biggest concern when dealing with police,• 37 percent overall said stopping people without a good reason and use of force was among their second biggest concern.Physical and verbal abuse came in third with 32 percent, and just 22 percent said they were concerned about offensive language.• 78 percent majority of residents believe in the PPD, expressing confidence in the department’s ability to do its job well.The committee will also see a presentation by Chief of Police John Perez regarding Pasadena Police Department’s use of force policies and an oral report on the department’s response to local demonstrations as well as threats to persons and property.Vice Mayor Tyron Hampton, who sits on the committee, called for a discussion of police oversight after the officer involved death of George Floyd. Floyd’s death set off a number of riots and protests across the country.That situation has forced the country to once again delve into conversations about race and how Black people, mostly men, are treated by the police.But it has also forced White Americans to see racism differently as young white progressives have taken to the streets alongside African Americans calling for change.The inclusion of White Americans may have prompted more people in the media to discuss the matter.And it may be having an impact.Several police officers across the country have been arrested for assault during the protests.The four police officers in the George Floyd incident have been arrested and charged with crimes.In several communities, there is talk of defunding the police and using funds for more social services.This past weekend, Pasadena’s powerful local police union denounced the actions of the officers in Minnesota.“We are not Minneapolis and proud of the work we do day in and day out to support our community and all who live, work and visit here,” said David Llanes, a decorated 27-year police veteran, 24 years with the Pasadena Police Department, “who is a proud Officer of Asian Pacific Islander (API) descent.”On Sunday, the department announced the suspension of the carotid sleeper hold, which cuts off blood supply to the brain. The hold has not been used by officers this year, a Pasadena police department spokesman told Pasadena Now.Local residents have called for oversight of the police department for years to no avail.Last week, a majority of the members of the City Council told Pasadena Now, they were open to having the conversation about police oversight.In a comment to the committee, former Mayor Bill Paparian, who led the push to form the committee and served as its first chairman said civilian oversight will not be easy, but it must be done.“Fortuna Favet Fortibus” in Latin means “Fortune favors the brave,” Paparian said. “If there was ever a time in your political careers to rise to the occasion and be brave, this is that time. This will not be easy for you to do. The purpose of the meeting will be to provide community leaders with resources to educate and encourage the 21,000 homeowners in Miami who are eligible to refinance through HARP and could save as much as $200 per month.”We will be working with community leaders and other trusted sources to get the word out that more than 97,000 homeowners in Florida are still eligible for and can save money by refinancing through HARP,” Watt said. “We will also be providing information about the range of assistance available to homeowners in distress other than those who are eligible for HARP.”The event will include a panel discussion moderated by Maria Fernandez, Associate Director for the Office of Housing and Regulatory Policy at FHFA, and featuring representatives from various government agencies such as the U.S. Department of the Treasury, Fannie Mae, and Freddie Mac as well as from local financial institutions.Florida has the most HARP-eligible borrowers of any state with 97,000, according to new data from the FHFA. Miami has the most of any metro area in Florida with 21,000, followed by Tampa (17,000), Orlando (11,000), and Jacksonville (9,000). There are more than 722,000 borrowers nationwide who are eligible to refinance through HARP, according to the FHFA. For the first eight months of 2014, the percentage of all refinances in Florida that were facilitated through HARP, 32 percent, was way ahead of the national pace of 17 percent. Overall, the number of borrowers refinancing through HARP has been declining for the last several months.Borrowers are eligible for a HARP loan if they meet the following requirements: Their loan must be owned or guaranteed by Fannie Mae or Freddie Mac; the loan must have been originated on or before May 31, 2009; LTV ratio must be greater than 80 percent; and they borrower must be current on mortgage payments. They must not have had a late payment in the previous six months or more than one late payment in the previous 12 months. Borrowers who could benefit from HARP are referred to as “in the money” borrowers; they are “in the money” if they meet all the HARP eligibility requirements, have a remaining balance on their loan of greater than $50,000 with more than 10 years left on their term, and have an interest rate of more than 1.5 percent more than current market rates.As of August 2014, about 3.2 million U.S. homeowners have refinanced through HARP since it was introduced by FHFA and Treasury in 2009 as part of the Making Home Affordable Program. first_imgFish skin and their appendages, the mineralized scales, are important organs for protection and homeostasis, but little is known about their specific transcript or protein repertoire. This study used RNA-seq to generate transcriptome data for skin and scales in the European sea bass (Dicentrarchus labrax), an important species for fisheries and aquaculture. RNA was extracted from the pectoral skin and from scales collected above the midline of immature one-year old sea bass. More than 20 × 106 reads were obtained for each tissue, using RNA-seq Illumina technology. De novo assembly resulted in 31,842 transcripts (of 500 base pairs or greater) for skin and 20,423 transcripts for scale. This dataset provides a useful resource for both aquaculture and fish conservation studies and for research into the physiology and molecular biology of fish skin and scales.last_img read more

first_imgMajor funding has been sanctioned for the Cloughaneely Junior Band, it was announced on Monday. The Minister for Education and Skills, Joe McHugh announced that €9,600 had been awarded to the Junior Band to purchase new uniforms.The funding was granted under the 20 Year Strategy for the Irish Language program. In this post we’ll show you how to access this little known menu and modify it to fit your needs.Even if you are a skilled After Effects veteran you might be surprised to find out that there is a secret preference menu inside of AE.There are quite a few hidden treats inside of After Effects including a secret project, a mysterious sheep sound effect, and the cryptic Mask Embiggen effect. However, the only secret that actually serves a useful purpose is the secret menu. Let’s dive in…How to Access the After Effects Secret MenuWhile holding down “Shift” navigate to After Effects>Preferences>General. Click on ‘General’.Release the Shift key. You will now see the normal preferences with a new ‘secret’ category at the bottom of the Settings menu. Simply click on this ‘Secret’ category.What does the After Effects Secret Menu do?The settings are somewhat cryptic so lets break each one down….Disable Layer CacheWhen you RAM preview, After Effects not only renders out a preview-able video, but it also renders out information about each individual layer in the scene onto your memory (RAM). This is helpful because if you end up changing one layer and rendering again, theoretically it shouldn’t take as long.By selecting the checkbox next to Disable Layer Cache you are telling After Effects not to render out the information from each individual layer. This will lighten up your ongoing RAM load, but will result in each render taking longer (AE must rerender everything). It’s only advised to Disable Layer Cache if you’re working on a computer without a lot of RAM memory.Purge Every ‘X’ Frames During Make MoviePurging is the process of emptying your memory cache. By purging your RAM you will free up space for After Effects to do more rendering. By default, the ‘Purge Every X Frames During Make Movie’ is set to 0 (meaning it never happens), but if you move the slider you can change it to match your needs.For example, if you move your setting to 10, After Effects will empty the memory cache every time 10 frames are rendered. If your renders keep crashing you might want to start at a higher number like 15 and work your way closer to 1.Ignore Sequence Rendering Errors (Danger! Danger!)As the name implies, when you have the ‘Ignore Sequence Rendering Errors’ box checked After Effects will disregard errors during the rendering process. This can be helpful in some instances, like rendering image sequences, but it’s generally not a great idea to have this box checked.
